Deepwater Horizon's owners rely on an 1851 law with sorrowful applications to Seattle and Alaska history. The request for a liability cap of $27 million for the oil spill will have support from a case where a giant corporation got off paying $643 for the loss of 353 lives, including 149 from Seattle.
