Tolls I understand. License and excise taxes based on vehicle value and/or weight I understand. Gas tax I understand. "Variable-miles-travelled" tax? Incredibly stupid, not to mention regressive, hard to implement, and redundant with the gas tax. It is not hard to imagine that the VMT would be just as hard ...
