Another idea - lower the speed limit. It's 25 in the city, except if posted otherwise, which is usually 30 on aterials. On arterials, drop it to 25, and then enforce that. People go at least 40 on arterials anyway, at least in my neighborhood. What's so important that we ...

Regarding your concerns about conductors, I look with hope to Russia.
