Everywhere I read that the reason to "quiet" streets is that drivers exceed the speed limit and this negatively impacts safety. If that is the case, and the real reason isn't to pander to the the bicycle groups, then why not enforce the speed limit? If it is a manpower ...

I agree, Ivar must be laughing his head off. I think the Times response is typical of the stuffed shirts there that take themselves way too seriously. I miss the print P.I.
