Why does it constantly refer to the 'City of Seattle' as paying for the cost over-runs? Any increases will be paid for by taxes on land that fall within an 'improvement zone' that will immediately benefit from the construction of the tunnel (and demolition of the viaduct). Saying 'The City ...

It seems that the writer here seems to think that the tunnel can only be built after removal of the viaduct. That is not the case. The plan currently is set up to dig the tunnel while keeping the viaduct operational. Only after the tunnel is operable will the viaduct ...
