I don't understand the infatuation with mileage charges, and with a discount for fuel-efficient vehicles. We already have a mechanism to do that: it's called the gas tax. A 40c/gallon gas tax is just like a 2c/mile mileage charge for a vehicle getting 20 miles/gallon. It gives discounts for more ...
