In Tacoma and underground thru downtown Seattle, the LINK "light rail" is a "Streetcar" that shares the roadway with buses, emergency vehicles, etc. So just embed the rails in restricted lanes across Lake Washington, and have the "Streetcar" share the roadway with buses etc in the same way. Voila. End ...

Re' the buy-back idea, and where those businesses might relocate -- and to 're-green' the Valley back to when occasional flooding would fertilize the crops - why not allow the low-land businesses/land owners at risk to take their industry/zoning to the higher surrounding elevations. Rebuilding on the surrounding "glacial toil", ...
