Zoning capacity, changing times: I agree that Seattle has a huge amount of zoned capacity. That capacity has been constrained by the fact that nearly all land is occupied by profitable land uses, making redevelopment (especially with recently inflated construction costs) just not worth the risk to most property owners. ...
