There are a few major factual inaccuracies in this article, in addition to some remarkably tendentious statements. ULI Report: My understanding is that the ULI report discussed in the article you linked to deals with transportation infrastructure in a general sense, including transit. I haven't read the report, so perhaps I'm getting the wrong impression from the PI article.
