The Burgess proposal was exactly what Kleiman prescribes - pragmatic and targeted at aggressive panhandlers. The same solution has worked well in Tacoma, and most of the social service organizations in Seattle supported it. Crosscut has a short memory. Tacoma passed an identical law in 2007 and it has been effective at removing the worst offenders. Prior to that it was worse than Seattle.
