The Republican-led state Senate has passed a transportation package that includes a gas tax hike.

  • What's next in the state's long-running struggles to enact a transportation package now that Republicans have acted. Do we know what to expect from the Democratically controlled House?
  • And will there be more fighting in the Senate over a ruling by Lieutenant Governor Brad Owen. Just before the gas tax vote, Owen, who presides over the Senate, issued a controversial decision throwing out the Republican-backed rule that any new tax requires a two-thirds vote of the Senate.  Owen, a Democrat, calls the rule unconstitutional.
